SCIRPUS cernuus. Fiber optics grass. North America, Europe, Asia. The genus includes the familiar giant bulrush of freshwater marshes and ponds in California (S. californicus). S. cernuus is a much more petite plant. It forms dense clumps, with translucent, wiry, bright green stems. These are tipped in summer by chaffy whitish flower clusters, which turn rust brown with age. An interesting plant for ponds and other wet places, and a good subject for containers. Sun or light shade, most soils, constant moisture. Probably hardy to 0oF.
